If there is any advantage to be gained from seeing a long streak which has an identifiable pattern to it then surely the only logical bet to make would be on the continuation of that streak. The only way the game is not random is if there is a fault or bias in it, be it a dodgy roulette wheel or a rigged deck or loaded dice. In this scenario the streak becomes a sort of form guide, revealing its bias to you in the previous results.

No. It's just another progressive staking system and makes no difference to the actual expectation of the bets placed. Labby, martingale and any other staking plan will only hide (-EV) until you hit the necessary streak of losses to make that big dent in your bankroll.
if you are betting on (-EV) bets with Labby you will just as surely lose in the long run as you would with Martingale or flat betting. It's an irrefutable fact.
