I think it would be beneficial to the young man in question if he was required to pay every penny back and also an additional amount as compensation for the colossal mess he has caused.
If he were to work at a manual labour type job until the debt was paid, he would not only learn the lesson of the consequence of his actions, it would be a character builder and he would be a better, stonger person because of it.
Though the task would seem abhorrent at times, when it was all done and the debt was paid, he would know at a deep level that he has corrected his mistake and, though his back will be sore and his brow will have sweated, he will gain a sense of satisfaction from it, repaying your loss and repairing the relationship between you.
Getting away scot free is not the right message to this young man. It will weaken him as a human being. He would do well to learn that he has the ability to acheive thigs in life (turning a negative into a positve) and also to learn that every action has a consequence - thus choose your actions wisely.
No offence intended and of course a parent can raise a kid as they see fit. I hope that, how I have written this you can see how taking a firm position in this matter (which would need to be done by his Parents really), is not so much about "punishment" but more about developing him as a person.

OMG OMG OMG, only just seen this. Deepest, deepest condolences and I am off to change all my security! I don't think there could be an exact parallel as all my pw are encoded on Ultimatcher (although they are on my computer in a locked file JIC I was ever hit by a bus, for the benefit of my OH) - this isn't good enough, and I have to find a better way!

This is exactly why I do all my banking / betting on a virtual machine whose disks are encrypted with TrueCrypt. It's not 100% secure but it makes you feel a bit safer...
