If you mean from one moneybookers account to another, I guess you just send it like you would to any other person? I think it's the 'send' button or something? But that will incur high forex fees though if you're sending in one currency and receiving in another.

Question: when people speak of "doubling up" 1st are they referring to staking everything (i.e. entire balance on 1 hand at top stake?) seems crazy but would obviously sort the float right out if it came in?
Yes, doubling up is putting everything on and hoping to double it. This is usually when the WR are very high, so to get more value out of it. If doing it you should only ever do it on the bonuses which are added upfront, IE you deposit £100 and your balance is immediately doubled to £200 for example.
Some bonuses are post wager, which you have to do the requirements before the bonus is released so doubling up here is not good as if you lost, you still wouldn't have the bonus and would have to deposit more money. Its basically done to get more value from the bonus I believe.
Also, another time people choose to double, is if say BJ isn't counted towards the wagering but you can withdraw any winnings and sacrifice the bonus. So for £100 100% for example, Balance is £200, stick it all on BJ, win, balance is now £400 so you can give back the £100 bonus and withdraw the rest without doing the wagering. Not all casinos allow this though so be careful to check first if that is what you were planning.
I am not saying you should or shouldn't double up, once you have done a few casinos you will get a feel for what you are comfortable risking
