You're very right and I'm no networking expert either (far from it). I was just mentioning it as AD set up restrictions based on an entire country (two actually) which is easily overcomed using a proxy. I know for a fact that many people used proxies to register to betfair as it accepted users but didn't allow them to register from within the country.
