Quick and dirty calculation shows the effective cashback is between 1.5% and 0.5% as you go up the chain, as you get a prize as you pass each tier.

Would be all over this if betfair were allowed. Not sure I can get very far without it sadly.

Dunno if betdaq have specific terms but I dare say they would want you to at least wager through/ risk the amount you deposited once before withdrawing.

Generally with Moneybookers they are expensive to use for merchants - I think this is possibly lost on many users because they see they don't get charged by the bookie for depositing using moneybookers and presume that it's a free service. In reality Moneybookers is fairly expensive, I'm not 100% sure but wouldn't be surprised if the merchant fees were around 2% per transaction. If you've used a US book to deposit via MB you'll know a lot of places there will charge you for doing so (well, to withdraw at least) and the charges are fairly steep - $30 for $1500 withdrawal for example at BetED off the top of my head.
But back to the point - sports books will probably be quite peed off with you if you decide to deposit and then try and withdraw immediately. Assuming the fees are around 2% per transaction, if you deposited £10k and withdrew immediately that would cost the bookie £200! You can imagine they wouldn't be best pleased with you for doing that. Personally if I deposit anything in a sportsbook I always at least turn it over once. I think I've only ever deposited and then withdrawn immediately on a couple of occasions when I've been limited at a sportsbook to stupid amounts and I've only found out after I've deposited (Betfred are a classy outfit ).
My personal opinion on these kind of promotions by Moneybookers is that it's a nice little perk BUT I wouldn't go out of the way to try and exploit any value from it because the risks involved are too great in terms of having bookie / Moneybookers accounts closed down. Probably wouldn't happen, but still I don't think it's a risk worth taking anyway, so with all of these kind of moneybookers promos generally I just carry on as usual and don't go out of my way uploading ridiculous amounts of money just to squeeze out an extra few quid.

Yes, and you should pay attention to the "We may decide not to give you anything clause"
Moneybookers reserves the right to disregard any transactions that Moneybookers in its sole but reasonable discretion deems an abuse of these Promotions, including but not limited to transactions that have no commercial purpose or multiple transactions that are made to artificially increase the chance of winning

I don't see the problem with taking advantage of this offer just make sure you stick to the rules, roll-over your deposits at bookies and generally keep all parties happy. After all Moneybookers are running this promo to attract more transactions so I really don't think they mind as long as you play it by the book. No doubt there will be people who will outright abuse this offer and ruin it for everyone
