Arsenal gave up on the French winger earlier this month, but Liverpool have since made a move and have made two bids, one worth £55million and then a second in excess of £60million.
But Monaco have made it clear they do not want to sell.
The Principality outfit have already lost Benjamin Mendy, Bernardo Silva and Tiemoue Bakayoko this summer and Kylian Mbappe is about to leave for Paris Saint Germain, so clearly they are in no mood to lose another prized asset.
Bookmakers firmly believe that Lemar will be staying with Monaco. SkyBet price him at 4/7 to remain at the Stade Louis II and 11/8 to make the move to Anfield.
Liverpool may now turn their attentions elsewhere, and they are already in for Alex Oxlade-Chamberlain, although Chelsea believe they will land him.
